Seventy years of Central Valley construction, on your side.

What we do

Hanley Construction provides owner's representation and pre-construction project management services across the Central Valley. Seven decades of construction experience — banks, civic buildings, offices, industrial work — brought to your side of the contract.

Who we work with

Business owners, institutions, and public agencies who need someone in their corner while the architect designs and the contractor builds. We help keep the project, the schedule, and the budget honest.

The Value Proposition
Most engagements pay for themselves — in savings we identify during bid and construction, and in problems we head off before they become change orders.
01 — What we do

On the owner's side of the table.

Primary Practice

Owner's Representation
& Project Management

Construction projects get into trouble for a short list of reasons. We've seen all of them — from the contractor side — and we know how to head them off.

Hanley Construction has been a licensed general contractor in Stockton since 1954. We know where costs hide, where schedules fall apart, what a fair RFI looks like versus one that's fishing for a change order, and what a punch list ought to look like at substantial completion. We bring that experience to the owner's side of the table.

Our scope is straightforward and rooted in our consulting agreement. We monitor the project — competitively, financially, and technically — from bid through closeout, on behalf of the owner.

Phase I · Bid & Pre-Construction
  • Monitor the competitive bid process and review proposed construction contracts
  • Comparative bid analysis and review of project schedule & schedule of values
  • Monitor permit approval through the AHJ; flag potential cost or schedule impacts
  • Coordinate third-party services: material testing, geotechnical, special inspections, SWPPP
  • Help define client-managed scope — telecom & data, security, FF&E, move planning
Phase II · Construction
  • Track the contractor's project budget; review change orders and proposed pricing
  • Review applications for payment and coordinate with funding sources
  • Verify monthly lien releases and stored materials
  • Track schedule and three-week look-aheads; attend project meetings
  • Monitor shop drawings, submittals, and material testing results
  • Report any conditions requiring correction — in writing, weekly
Phase III · Closeout
  • Punch list management and substantial-completion verification
  • Manuals, warranties, and lien releases
  • As-built construction documents and electronic file delivery
  • Warranty advocacy on the owner's behalf in the year that follows
Legacy Practice

General Contracting

Select engagements. On-call basis.

Hanley Construction has operated as a licensed California general contractor since 1954, with hundreds of completed projects across San Joaquin County and the Central Valley. The GC side of the practice is now selective — available on an on-call basis for existing clients, repeat architects, and projects where it's the right fit.

For new work, we generally recommend that owners engage us as their representative and let us help them select a contractor. That's where we now think we add the most value.

Scale · A note on the 1980s

Before the credit unions, there was housing.

In the mid-1980s, Hanley renovated 396 housing units at Sierra Vista Homes and 436 units at the Housing Authority's Conway Homes — together, 832 dwellings rehabilitated for the working families of Stockton. At today's California construction costs, the same scope would represent well over $150 million in delivered work.

We don't do tract housing. We don't pursue residential subdivisions. But we know what it takes to deliver hundreds of dwelling units at scale — and that experience shows up in how we read schedules, schedules of values, and contractor mobilization plans today.

04 — The Firm

A family practice.

Hanley Construction has been in the construction business since 1954family-owned through every project.

We operate primarily in the central valley area of California. Over seven decades, we've built or remodeled hundreds of commercial structures across this community. While you might not recognize our name, chances are you know our buildings.

Our management style is simple. No intermediaries. The principal is on the site, in the meeting, and signing off on the change order. That's an accountability that's sometimes lost in larger construction firms — and Safety, quality, customer service, and reliability are paramount to us, and to our employees.

On every Hanley project, the owner of the firm is either running it personally, or is the project manager over the superintendent on site. That's unusual in modern construction — and it's the reason most of our clients have been with us for decades, and most of our work comes from referrals. — James R. Hanley, President

Today the firm continues that tradition while extending its services to the owner's side of the contract. We pay for ourselves in savings found and issues avoided. Most of our work begins with a conversation, and most of our clients have been with us for decades.
